When no E+ seats are empty and the map doesn't have to draw any blue seats, the map ends up looking like this. Based on the E- row 12 seat, you're looking at one of the 739's that's E+ in rows 7-11, and 20-21, all of which are full.

So, even though the map isn't drawn right, I still wouldn't book since E+ is full on that flight.
