I didn't know Delta TechOps works on ExpressJet equipment. I thought ExpressJet would have their own mechanics? Anyway, I think the weather was enroute, not at the origin or destination. Flights between the same city pairs could have different flight plans, especially if they're different aircraft types (in your situation).
