I have been accruing the Air China Phoenix miles because I've flown a few times on business and a few short ones in economy.

Air China offers a good award earning rate in F and J for their own members. The gold membership isn't hard to achieve if you're flying J, it's only 80000 km which is equivalent to 50000 miles, which is same as AC, UA and other *G members. And in the following years, you only have to fly 75000 km, which makes it easier for renewal.
But if you're not able to reach Gold, I'd say PhoenixMiles Silver is quite useless. You only get 25% additional miles and a little bit more baggage. You hardly ever get priority check-in at domestic airports as silver, and lounge only for intl flights, with many restrictions.
Nonethelesss Air China treats Platinum members extremely well, it only takes 160000 km (100000 Miles) to reach but much better than what UA treats its 1K. You get dedicated check-in desks in F check-in, all F services and many secret benefits such as anytime dining in J class.
