At least one of the companies you mentioned has a system in place that straight up doesn't pay for business class fares. Simplified; the traveler can save on hotel expenses staying at an Airbnb or Motel 6 and apply those savings to pay the delta between air travel budget and business class fares.
250k isn't much money in the Bay area if you actually have to live there. 100k is now officially considered low income, see
