this issue has evolved into a matter of pride/principal throughout all levels of the relevant bureaucracy. for example, my contact in the tianjin government who i've used in the past to arrange invitation letters is now completely unwilling to help because he fears losing his job. on the bright side, most people think the situation will calm within the next 3 months or so.
