It's a new terminal, and everything is different. It's not the old dump that was there. In fact, they do some type of annual customer satisfaction survey in Europe, and FCO was now voted as the best airport in the EU. I've only been through there twice this year since it re-opened. T3 is now a nice, ultra-modern, efficient place. In sum, it has changed, and I don't know if past experiences still apply. I personally, wouldn't worry at all about it, even with a USA passport. Your luggage is something I'm less sure about, because I don't check bags. But my impression based on just my two trips to Rome this year is that barring unforeseen circumstances, you will have time to take a shower in the first class lounge when you get there.
