I really don't see why this keeps cropping up.

Kids are noisy. Kids are excitable. Babies cry.

On my last flight to JFK with my family there were our two kids in F (4 and 7), two kids behind them (similar ages) and an infant. Not a problem.

BA choose to allow children into their premium cabins. Some other airlines do not allow this. If it's such a problem, I'd suggest choosing one of those airlines.
