You can pre-arrange an Imperial Lounge access room or check your reservation email and click E-standby. My award stay had an offering of 126 Euros if I clicked it through there. That means when you arrive, if there is availability, they will give you access. You can stay on any floor and still have lounge access. I was on 3rd floor. You get special rooms keys for access to the Imperial Lounge floor.
