I recall earlier discussions suggesting such a limitation, but I don't recall the source. My experience has been the same as yours, and I think it makes sense: a be-statused minor has status, which other things being equal includes guesting privileges; the only issue is being unaccompanied around alcohol, and guesting a responsible adult solves that.

Anyway if there's a BA rule to this effect it would be good to nail it down, though perhaps I should be careful what I wish for.
