Exactly. The $10,000 amount is for the most dire and extreme of circumstances and will not be casually offered. There is no way somebody is going to walk away with ten grand for a "normal" bumping between Chicago and Grand Rapids.
No one is claiming otherwise. But having that much higher limit empowers airport staff to resolve things with less IDB, because DL and now belatedly UA have realized that bumping people involuntarily to save $200 or $500 is a case of penny wise, pound foolish.
