There is no 'usually" about it any more. While it was mid-May for a long time before that,
two years ago (2015) there was no summer promo at all:

last year (2016) it didn't start until June 1 and it wasn't "discovered" that there would actulally be one that year
until May 23:
Because there hadn't been a summer promo at all in 2015, and because mid-May had come and gone with no mention of a summer promo, people weren't sure as of May 22 whether there would be a summer promo in 2016 or not.
