This happened to me once as a paying passenger on ORD-LGA. I was confirmed in FC, and had bought up to FC via the App offer, but when I checked in my seat could only be assigned at the gate. My standyby priority code was something like HKIF or something like that. I did clear into FC ahead of any UPGs.
