Confirmed, they tightened the rules a few months back.

Before that, I use to be able to apply 1 voucher for several fliers under same PNR (maybe that possibility was abusive, but I didn't have to insist), then later N vouchers for N fliers under same PNR, and now 1 voucher for myself only.
