OP said 2:30 without specifying AM or PM so I assumed he meant AM, but if it was in fact PM, then 8 hours late should still be fine as it's Avis/Budget's policy to hold all reservations for up to 24 hours from the scheduled pickup time. That said, it certainly couldn't hurt to call to inform them you plan to be late for pickup.
