Yes the first rows on the upper deck will be blocked for their own elite members. And we still need to manually make the phone call to get those seats selected.
Sometimes when the business class does not sell well they will within 1-2 days allow the lower deck open to Y class bookings if the Y-class is overbooked.

Interesting note about the seats being blocked for elite members, but only the first few rows of the UD... Funny that rows 10-11 aren't blocked.
I'm a Delta Diamond, though I doubt CI's IT is sophisticated enough to block certain rows for their own elites while unblocking some for partner elites.... So maybe they are open to all who are booking Y?
