There is no reasonable answer to that question. I suppose it is the same reason that most Airline Clubs in NA charge for drinks, and that it seems everybody expects a tip for doing their job. There are probably half a dozen NA Hyatt Resorts that have complementary drinks in the RC, otherwise the Hyatt RCs are all on the Honor Bar system. And just because it is an honor bar does not mean you pay for your drinks only if you feel like it, IMO.
