The simple solution to all this is you tag the bags which are allowed in the overhead locker... Row 1 and Exit Row are allowed 2 tags all others are only allowed 1.
A simple pass of a sizing bin shows that your piece is of the correct size.
Anything untagged goes under the seat infront or can be pulled by the CC and placed in the hold, to make room for those which are tagged still boarding.
Also means those that follow the rules are no longer penalised by those who don't...
Tags available until boarding at gate or checkin or at guest service in lounge or customer service in terminal post security.
Change colour to Green and show that you are good to go.
Also means that remove tags is no longer a good idea.
I was thinking just the same thing the other week. Also as FR guarantee the first 90 bags on board in the overhead, BA could follow this by issuing 90 coloured tags per SH flight (1 tag maximum per customer). This would also virtually guarantee that all CE/Gold/Silver pax get to stow their bag in the overhead.
