Paycity does not display all tickets for all areas.

But I believe it does for all automated tickets, or where you were not stopped and hand written a ticket!

I recently had a ticket issued, but couldn't pay it... It was a paper ticket as I was physically stopped for it to be issued. As it was not showing in the official municipality website for 30 days after issue, my bank refused to let me pay it! (FYI, I am a ZA citizen but resident abroad, and have a ZA bank account). I was ultimately advised as I could not pay it in the first 30 days, at the discounted rate it was cancelled.

You may have to phone the municipality direct to enquire!
