Likely a smart move by Dao and his attorney. The real culprit here is the Chicago Aviation Police. I suspect if both suits were to go on, and facts came out, the case against UA would diminish and the one against the City would grow. But for UA this was all about PR, not winning or losing a court case. Dao probably got the most he was going to get while UA's PR was at its lowest point.
