I'm confused about the question regarding the bags. Either tboth the luggage and the passenger make the connection, the bags make the connection but the passenger doesn't, or the passenger makes the connection, but the luggage doesn't.
How does this affect whether the airline reaccomodates the passenger on a later flight. Either the bags have gone on the connection and will await the passenger at the destination, or they will be on that next flight, unless the bags were only checked thru to FCO, which isn't a scenario I am proposing. Even then, there would be plenty of time to get the bags and recheck in airside.
