This is all rather bazarre. Any agent can construct a STAR Europe Pass fare as long as there are at least three segments and no airport/city is visited twice save for the point of origin. I believe segments are priced based on distance, and you must spend at least 24-hours at each stop. They don't do many of these, but wasn't a big problem last summer.
