(Which I assume what you mean by SE Europe pass) There is a Star Allliance Europe Pass which agents should definitely know about and they can price it out for you on the spot without having to go through Rates.
They could but what's the point?? The itinerary is to be priced out to the lowest price but since it can't be automatically priced out, why take a L class away when someone could use it? So they jsut put 'Y' to indicate Economy and put a note in the PNR requesting lowest fare. YWG Rates will then put in the appropiate booking class once the calculations are complete.

Maybe you should use 15K points and fly to YWG and ask them to price it out on the spot!

I've got to sleep, I've got a long work day tomorrow.
I picked up the typo at the same time, as you did, about the "SE" Europe airpass - I have edited it.

Perhaps, with the next SE agent I speak to (if the ticket has not already been rated), I will request that the rates department be called directly. If I ask, is it the SE agent's prerogative to comply, or not, to my request - or is it the SE agent's responsibility to comply, if so requested.

"...You never know about YWG ...!"
