The HR Dulles is a very good hotel-I've stayed there often when I've had very early flights. "D.C." for locals refers to the rather small entity known as the District of Colombia. Most people live in surrounding jurisdictions (e.g., Arlington and Alexandria in Virginia, Bethesda and Chevy Chase in Maryland, etc.) And a drive into "D.C." can take quite awhile. Staying in Reston wouldn't make much difference in travel time.
