Actually the hotel has no say about this, it is the local governement that decides how the taxes are made up. For instance in Paris a 4* hotel like the IC's have to charge €4,96 forl two people in a room regardless of the rate paid, this citytax is also applicable when the room itself is free like a rewards booking or brg. Thus also for the second night of a IC Amb bogo cert.
