This is plain wrong.
A few posts back, somebody said "some people don't get math." Devaluation happens when you need to pay more to get the same thing. Is this clear? So when you need to build "bigger points balance if you want to use the 50% rebates", this is a devaluation, and this time this is huge one.
This move is likely to hurt Amex normal customers more than churners and gamers, because the latter group are more likely to have bigger points balance.
I don't churn or MS on Amex. Most of my natural spending goes to Amex. How long does it take for me to build a big balance to bypass all the limitation that Amex is creating for redemption? If anything, this move is likely to encourage people to do more churning and MS, and to game the program.
