I did a little bit of research and I guess I should correct myself as well.

Back in 1976 when CI purchased A300, they had intention to fly to CDG already; however, such purchase isn't significant enough for France to risk pissing China off so the deal didn't move forward....
The reason Taiwan received the traffic right to CDG is because 1992 Taiwan purchased 60 Mirage 2000-5 from Dassault and ~1500 of missiles. This purchase moved the conversation for the traffic right talk.

Although CI's purchase didn't make direct impact for the traffic right, but I tend to believe that contribute partially for Taiwan getting traffic right.
