I believe this row has only 3 seats as there is an access hatch in the floor where seat 70D should be. However, I'm not sure why the other 3 seats in the middle of row 70 would have a slightly reduced seat width. Hopefully someone else can help you with that.
BTW, Qantas are charging a premium for seat 71D for the extra leg room. It's $180 to select this seat.
