1.5 hours seems tight considering the potential for long lines at immigration and the same to reclear security. I have seen the security line for international transit passengers be especially long. For this reason I typically exit the customs area, take the elevator up one level to departures and go through security as if I just arrived at the airport.
Plus you still have to get to your next gate. If it is in terminal C then that's another ~10 to 15 minutes walk or train ride. I would be ok with a 1+30 connection because I have GE, usually only carry-on, and TSA pre-check. I don't know if you have any of these.
