The Terrace is certainly way bigger and some arguent that it has better views. It also has computers with (slow) interent access. the F lounge is smaller but better food in the morning and some decent views if you sit right by the window. I also found it quieter.
Yes you can swing between the two - I used the F for food and drink and the J for internet. Go to F first to sign in.
