Most Common Reasons this would happen:

>Passport or other important form of ID has been found
>Personal article found with (or without) Customer ID
>Special Meal has been requested and Customer has changed seats without informing crew (most common)
>Message from the Ground without providing Seat ID

It's a long list....

There would be no reason to make "random" pages throughout the flight.
