I think you are right, at least on Star Alliance. Very popular at London Heathrow when both SK and SQ were still operating from Terminal 3. Guess which lounge people preferred using, the frugal Knackebrot-and-wrapped-peanuts Vikings or the lavish Singapore lounge?

Having said that, I think on OW there have been reports of people that were refused entry to certain lounges when the operating carrier had its own lounge (CX at LHR?). Others here are better informed as they hang around the OW forums more than I do and/or may know from own experience.
