There are couple of them with 'tax paying facility' but the earning rate is effectively the same as paying annual fee and get miles. Like $200 for 10K miles. I'll pass.
If you are asking about getting miles via AXS - HSBC Premier still does but you earn 0.4 miles per $ spent. In other words, if you pay $20k in taxes, you will get 8000 miles and you need to pay $25 per redemption.
