From personal experience, I can say they are allowed onboard AA flights if they fold up small enough.
That's the whole point. She did not have such a stroller. I've seen people bring on board a 24" roller suitcase on a few occasions. And yes, you can make it fit in the overhead bin. And some people have gotten away with it. But when the FA sees it and says "no, it has to be gate checked", there is no argument a passenger can give otherwise; including "the GA said I could if it can fit".
