Happy to submit a form stating my reason for travel if it were offered. They already ask you to tick a box for your official reason for travel to Cuba from the US. It wouldn't be difficult to expand this to request mileage credit.
They don't that on DL flights to ensure compliance with the law. DL has zero say over if KLM complies with the law. Also has pointed out legal restrictions still exist. KLM and other partners most likely don't want to get involved with any legal issues involving Cuba. Remember KLM is really the party paying for the miles regardless of which airline you credit to.
