No, it's not a requirement. Imagine a family of six needing to use two jokers and splitting travel across cabins. There's no way for the GGL member to be on both tickets. It also means you can use the joker to fly some friends to see you, etc. I do believe all passengers need to be listed as friends/family (similar to how you may nominate people for partner gold/silver cards).
