I actually emailed E-Rewards about this and got a reply this morning:
"Dear Maelstrom,
I apologize for the confusion. We are not offering open enrollment at this time. In order for you to enroll you will need to receive an invitation.
Thank you for your inquiry, "
So it appears that it isn't open invitation and that you need to be invited to apply (which is standard for E-Rewards).
