I would say that one limiting factor is volunteers having enough planned travel in the next year let alone travel on that airline to make use of that many bump vouchers. So there may be a point of no return on upping the offer to get more volunteers.

Now, I have in the past accepted a $300. voucher and a hotel room to volunteer to take an alternate flight the next day.
