AA can't determine if BA will be willing to grant you ORC (and from reading the BA board, it is not uncommon for BA to deny ORC when the rerouting is done by AA). If you were flying AA, then yes the AA gate agent could say "yes we will grant you ORC instead of a refund," but they can't make that determination for another airline.
