After some more digging I might have found the flight I want. QF4043 is listed as a codeshare (operated by China Eastern) which is a daily flight from PVG to TNA. I'm assuming that, as it's a QF codeshare operated by a non-OneWorld airline, it will be eligible for TPs and avios.
The problem is I can't find a way of booking it. The Qantas website doesn't recognise the codeshare and google flights isn't picking it up either. Any ideas?
You have to book a Qantas international service to Shanghai in order to book that flight as a tag on.
Your best bet to reach TNA on oneworld is BA/CX to Hong Kong and then connect KA service to TAO (double daily). From TAO you can either have a night near the airport to get rid of your jetlag or take the train from TAO to TNA. From Qingdao to Jinan the G trains runs for 2hrs and 45 mins. Cost £12 one way.
The problem with PEK / SHA to TNA by train is that it is on the PEK-SHA corridor and last minute train ticket is very rare. You are better off to go from TAO which have multiple trains daily and plenty of last minute availability.
Once arrived in TAO, you can take Airport Bus 702 (line number 2) to Qingdao Railway Station southern Square (multiple stops and terminate in the railway station).
