I have seen the blinds in F being locked out when down a few times on recent flights too. Not very happy about this and was raised with cc. I assume the approach outlined by CIHY for the 787 should be the same in that cc may remotely adjust the blinds on occasion, but should not lock them out.
They were locked out on my flight back from SJC too, I asked for them to be unlocked about 20 mins before landing. The flight attendant on duty didn't know how, so we worked it out together from the panel - it wasn't difficult!
