Yes, it is all a bit confusing with various/sundry "authorities" weighing in on the matter, but pretty much SOP for Thailand these days.
Not unlike the hastily drafted rules on mini-vans, or transporting people in the back of pick-up trucks, which the "authorities" simply decreed without any thought or planning.
I guess everyone is "in the Army" now?
Bangkok is ostensibly "governed" by the BMA, but the military Junta has replaced the elected Bangkok governor, and most of the provincial governors, so the Junta is driving this issue.
There seems to be some walking back, but still no real plan, as many different "authority" figures pontificate on what is best for the citizenry.
Now there is some talk of having vendors "moved off the streets into specially designed and well organised street food zones", at least in Yawarot and Khao San.

Second Lieutenant Pornchanok Amphan, a spokeswoman for the Defence Ministry, said at a press conference yesterday.
She said the decision had been made by the country’s fifth reform steering committee.
