There is no policy to lock out the blinds and it shouldn't be done.
What I tend to do is wait until it's completely dark outside and customers are asleep and then set them all to 5 which is the dimmest setting.
If the sun comes up and I can see a blind has been put to the lowest setting and the customer is asleep and the sun is too bright I dim the blind a couple of settings.
