If it was really 1 cabin baggage - then it would be very odd indeed for me My last ticket was bought on 3rd April and travelled on the 8th - had a backpack and a case of fruits but no one stopped me

The new policy you link states a total of 7kg for BOTH pieces - that's just as bad as just having one piece... two empty bags will take up much of that allowance, so you might as well save weight and travel with one...
I'd assume that at the airports they already weigh luggage at security, they will now weigh both together...
