The reference guide does seem to be explicit enough that I imagine most merchants will figure out that they need to choose "Visa Debit" instead of "US Debit". Also, they mention that PIN won't be asked for with the "top" option, so I'm thinking online PIN isn't actually supported. (Though I could be wrong.)
Anyway, the debit networks really should support refunds properly. Or just become ATM-only.
I believe the infrastructure is there for refunds via the debit networks, but not many merchants have that configured. I know that at least Staples, Walmart, and Target have debit refunds set up - with my last return at Walmart (over a year ago), the money was in my account immediately.
Speaking of refunds, I heard that Visa will soon require refund transactions to be authorised online. I wonder if that means they'll post on accounts immediately (at least as pending).
