I would think so. I've self connected from BA (LHR) in terminal 1 to EI (JFK) in terminal 2 with checked baggage in about an hour and 15 minutes. This was mid-day on a Monday and although I had Fast Track and Global Entry the general lines at both airport security and US Immigration were not much longer. The biggest consumption of my time was at the God-awful TSA checkpoint prior to the US Customs and Border Patrol, that deserves an entirely separate thread, which only manages to be slightly better than domestic TSA checkpoints and by slightly I don't mean by much at all.
