Yes, you need either status or a DL Amex card to access the Marketplace --

"The SkyMiles Marketplace is a benefit for Diamond, Platinum, Gold and Silver Medallion® Members & Delta SkyMiles® Credit Cardmembers from American Express®."

Skymiles Shopping is only for earning miles, not spending them.

Skymiles Marketplace rarely offers anything better than .5 cents/mile in value. Most here would recommend using your miles for flights rather than the Marketplace. DL domestic coach ticket awards can be had from 5500 miles one-way these days. If you get a DL Amex card, you can at least get 1 cent/mile out of them by using Pay with Miles to purchase tickets (so 110,000 would get you $1100 worth of tickets).
