If beach access is crucial, then Shutters is the way to go. Shangri-la, Fairmont and Viceroy are all on the other side of the street. Shutters also has a nicer pool than Casa (but take your child to Casa for the cookie plate!). Could also consider spending some of your time in the LA area at Malibu Beach Inn instead.
Regarding Santa Barbara, I would avoid Bacara.
