OK, that's strange. Maybe the popup only shows for users that also have GPUs available.
IAH-SCL is not supposed to be RPU eligible. If you're seeing something else, I'd take screenshots and document everything. If the upgrade screen says "9 seats available," and it actually allows you to use the instrument, then, yes, that segment should clear immediately. You would see it on your reservation right away. If you don't see the results you want, you can always call and cancel the RPU.
