Because if you had the first, you could say "this is the same address you've been sending me statements at for years, do you want some copies" and if you had the latter, you could say "you're my bank, send it to me yourselves!".
Btw, even if you don't get paper statements, don't your get PDF statements online which show your address?
I have no idea what triggers this type of address verification by Amex, but whatever it is, it is not resolved by having a Bluebird or Serve, or receiving other Amex credit cards paper statements at the same address. I have been an Amex credit card (and Serve) customer for years, and receive paper statements, and Amex asked for this letter for my previous application (a few months ago). Right now I have another application in progress, and I suspect the same verification thing is what has held the application.
