The IAH-SCL segments can not be upgraded with a RPU. That requires miles or GPU.

The mileage requirement is the same for IAH-SCL or domestic airport-IAH-SCL.

However, even if the domestic segment clears, if the IAH-SCL does not clear, you will get a full refund (miles and copay) AND keep the domestic upgrade.
